In Vitebsk, they discussed issues of the efficiency of state institutions' work that ensure the activities of the region's budget organizations
The efficiency of the work of state institutions that ensure the activities of budget organizations in the northern region was discussed at the Vitebsk Regional Executive Committee.
The meeting was held under the leadership of the chairman of the executive committee, Alexander Subbotin, with the participation of the chairman of the Constitutional Court, Peter Miklashevich, and the President's assistant – inspector for the Vitebsk region, Vladimir Yurgevich. City and district executive committees, as well as district administrations of the regional center, joined the work via video conference.
The head of the northern region introduced new members of the executive committee at the beginning of the meeting. In accordance with the President's decree, the chairman of the State Control Committee, Vladimir Hodyatsky, and the military commissioner of the Vitebsk region, Sergey Kunakhovets, were included in the executive committee.
The key topic for discussion was the results of the work of state institutions that ensure the activities of budget organizations in the northern region. This refers to centers that maintain accounting and perform other functions of the budget organizations under their jurisdiction. Such centers were created to increase the efficiency of budget funds usage in accordance with the President's decree "On Ensuring the Activities of Budget Organizations" and began operations five years ago.
– Initially, there were 32 centers operating in the Vitebsk region, today, taking into account reorganization and optimization, there are 25: one at the district and city levels and two at the regional level. After five years, there is already an opportunity to summarize their activities: what has been done, what lies ahead, and problematic issues. And to determine the measures that need to be taken to make these centers work even more efficiently, – noted Alexander Subbotin.
In the northern region, the centers serve more than 1290 budget organizations with a total of over 54 thousand staff units. The overwhelming majority are educational institutions: over 840. The centers also serve cultural institutions, sports organizations, archives, primary-level executive committees, and a number of other organizations.
In addition, they perform other functions, including technical maintenance of state property, organization of labor protection events, fire safety, storage of inventory and equipment, handling personnel issues, and carrying out transportation, including transporting children to and from school and delivering food products to educational institutions.
– The creation of centers allowed to legalize the activities of centralized accounting departments that existed at various budget institutions, the staff numbers were optimized, and the salaries of accounting service workers were increased, – clarified during the report the head of the main financial department of the executive committee, Evgeny Korostik. – In 2024, 53.5 million rubles will be allocated for the maintenance of centers in the Vitebsk region. Mainly, these expenses are current: wages, utilities, and other services needed for the functioning of the centers. A small part remains for updating and strengthening the material and technical base.
The efficiency of the centers' work, their functions, staffing and retention of personnel, possibilities for increasing salaries and providing specialists with rental housing, compliance with budget legislation – these and other issues were raised at the open meeting. Special attention was paid to problematic moments, including the correctness of conducting public procurement, and ways to solve them.
– The work of the centers can generally be considered satisfactory. The movement of funds through the accounts of organizations is uninterrupted, salaries are paid, taxes are paid on time, and accounting, financial, statistical, and other information is provided. The transportation of students and food products to educational institutions is organized at an appropriate level, – concluded Evgeny Korostik.
