In Orsha, the work of the housing and communal services of the Vitebsk region was examined on the example of Orshanshchina
Today, an off-site meeting of the permanent commission of the Vitebsk Regional Council of Deputies on the issues of construction complex development, transport, housing and communal services, and road management took place in Orsha.
It was attended by the chairman of the Vitebsk Regional Council of Deputies Dmitry Demidov, the chairman of the Orsha District Executive Committee Igor Moroz, the chairman of the permanent commission on the issues of construction complex development, transport, housing and communal services, and road management Igor Isachenko, as well as a delegation from the Smolensk region headed by the chairman of the Smolensk Regional Duma Igor Lyakhov.
The event began symbolically – with a rally at the memorial "For our Soviet Motherland." Participants honored the memory of those who gave their lives for our peaceful sky and happy future, laying flowers at the foot of the monument.
The program of the event was very extensive. Deputies got acquainted with the work of the enterprise "Orshateploseti," visited the solid waste landfill of the municipal unitary enterprise "Orsha Special Auto Base," and also took a sightseeing tour of the city.
Then, a meeting was held at the Orsha District Executive Committee, where the work of the housing and communal services in the Vitebsk region was discussed using the example of the Orsha region.
– Today, lawmakers from the Smolensk region – our brothers – joined our work. This is a wonderful opportunity to see how the housing and communal services system is developing in the Orsha district as one of the key systems that affects the life and well-being of almost every person, – noted Dmitry Demidov. – There is much to learn, there are good practices and developments, interesting prospects for further development. And, of course, this is an opportunity to exchange experiences with our Smolensk colleagues.
Almost half of the issues that people address to deputies concern the work of housing and communal services. Therefore, on the one hand, we would like to study the best practices that are applied specifically in the Orsha region, where there is a good effect so that they can later be scaled to other settlements in our region.
On the other hand, of course, we must look at which areas cause the most complaints from consumers of communal services to determine why this is happening, where work needs to be strengthened, and what other opportunities and activities can be conducted to improve the efficiency of this system.
The list of issues discussed was quite extensive. How the maintenance of apartment buildings is carried out, housing and communal services tariffs, the experience of implementing programs that ensure the improvement of adjacent territories, children's playgrounds – these and many other areas of work were discussed at the meeting. The Smolensk colleagues were interested in how the collection and disposal of solid household waste is carried out, how their recycling is done, priority areas in capital repairs, replacement and repair of dilapidated water supply and sewage systems, and many other problematic issues in the housing and communal services sector.
Summarizing the meeting, the chairman of the Smolensk Regional Duma Igor Lyakhov emphasized that the relations between Russia and Belarus are the most important strategic component of state policy. And issues of housing and communal services are a priority for the residents of the Smolensk region.
– People want comfortable living conditions and the proper functioning of housing and communal services. And this aspiration is understandable to us. There is no need to seek answers to these questions far away; we need to adopt good practices from our closest neighbors. Today we looked at two large enterprises that provide services to the housing and communal sector and saw that we indeed have something to strive for. The city is clean, well-groomed, but, as in every matter, there will always be those questions that need to be resolved urgently and for which answers need to be found, – noted Igor Lyakhov.
