The Department of Labor, Employment and Social Protection of the Orsha District Executive Committee, in accordance with the tasks assigned to it and within its competence, ensures:

• implementation of state policy on issues of promoting employment and social protection of the population, remuneration and occupational safety, pension provision, demographic security, social partnership, state social services and social support of the population, improvement of the socio‑economic conditions of family life, ensuring equal rights and equal opportunities for men and women, social guarantees for the population, demographic security;
• enforcement of legislation regulating labor, employment and social protection issues, conducting monitoring, control and analysis of the effectiveness of law‑enforcement practice in these areas;
• organization of work with citizens, conducting informational and explanatory work on social‑labor issues within its competence;
• maintaining state statistical reporting on labor, employment and social protection issues.

The main tasks of the Housing and Communal Services Department of the Orsha District Executive Committee are:

• implementation of a unified state housing policy;
• ensuring comprehensive development of the housing fund and housing and communal services;
• ensuring targeted use and operation of residential premises of the communal housing fund, as well as residential premises taken under service on a contractual basis;
• ensuring state registration of residential premises; ensuring enforcement of legislation regulating housing and communal affairs, analysis and summarization of jurisprudence in this area within the Orsha district;
• providing state guarantees to district residents in the housing and communal services sector;
• conducting informational and explanatory work with the public on issues within the department's competence.

The main tasks of the department are:

• organization of work on reviewing appeals received by the district executive committee from citizens and legal entities (hereinafter – appeal), statements of interested parties regarding the execution of administrative procedures, administrative complaints of interested parties, appeals subject to consideration in accordance with legislation defining the administrative process, within the district executive committee, its structural subdivisions, Baran city, rural and settlement executive committees (hereinafter – rural executive committees), and organizations;
• organization of personal receptions of citizens, their representatives and representatives of legal entities in the district executive committee (hereinafter – personal reception), including out‑of‑office receptions by the chairman of the district executive committee, first deputy chairman, deputy chairmen, manager of the district executive committee affairs (hereinafter – district executive committee leadership);
• organization of “direct telephone lines” by the district executive committee leadership, operation of the district executive committee “hotline”;
• organization of the district executive committee’s reception of statements of interested parties on the implementation of administrative procedures;
• study, analysis and systematization of issues contained in appeals, data on the quantity and nature of appeals received by the district executive committee, and decisions made on them, control over compliance with legislation on appeals by structural subdivisions of the district executive committee, rural executive committees, providing them with methodological and practical assistance, studying and disseminating positive work experience.

Main Tasks of the Commission on Minor Affairs of the Orsha District Executive Committee

Within its powers, for the purpose of preventing unsupervised minors and minor offences, protecting their rights, it organizes the work of bodies, institutions and other organisations that carry out prevention of unsupervised minors and minor offences, in accordance with Article 12 of the Law of the Republic of Belarus “On the Fundamentals of the System for Prevention of Unsupervised Minors and Minor Offences”, including:

• recognizes minors as in need of state protection;
• monitors the implementation of interagency protection plans for the rights and legitimate interests of minors in need of state protection;
• approves the dismissal (termination) of minors;
• carries out prevention of unsupervised minors and minor offences;
• submits applications to the court for placing minors in special educational or therapeutic institutions;
• exercises other powers for prevention of unsupervised minors and minor offences, protection of their rights, as provided by the legislation of the Republic of Belarus;
• within its powers, for the purpose of prevention of unsupervised minors and minor offences, protection of their rights, organizes the work of bodies, institutions and other organisations that carry out prevention of unsupervised minors and minor offences.
