About the Center
State Institution “Temporary Stay Center for Persons without a Fixed Residence of the Orsha District” (hereinafter – the Center) was established on the basis of the decision of the Orsha City Executive Committee dated 08.04.2011 No. 526. By the decision of the Vitebsk Regional Executive Committee dated 22.01.2013 No. 22 “On measures for the implementation of the Decree of the President of the Republic of Belarus of 14 January 2013 No. 27 “On the merger of districts and cities of regional subordination of the Republic of Belarus, having a common administrative centre”, the successor is the newly created Orsha District Executive Committee.
The Center is a state social service institution, whose activity is aimed at creating conditions for providing social assistance to citizens who have lost socially useful and family ties and have found themselves in a difficult life situation, and restoring their ability to function in the social environment.
The Center is intended for nighttime accommodation of persons who do not have a fixed residence.
Categories of citizens
Citizens may be enrolled in the Center on a voluntary basis, previously having or having registration or residing in the Vitebsk Region, who have lost socially useful and family ties, have no residence or work, no permanent income, survive on occasional sources and wish to restore employment and ability to function in the social environment, as well as incapacitated persons without a fixed residence in need of placement in appropriate residential institutions of social service.
- Providing overnight accommodation in the form of an individual bed with a set of bedding and personal hygiene items (soap, towel, etc.);
- Registration of persons without a fixed residence;
- Providing first medical aid;
- Assistance in obtaining identity documents;
- Assistance in medical examination for disability determination;
- Assistance in preparing documents for pension entitlement, recalculation and payment;
- Assistance in placement into appropriate boarding houses;
- Assistance in employment;
- Providing other types of assistance aimed at social adaptation of the individual in society;
