A meeting of the public-consultative council under the Vitebsk customs was held.
In order to familiarize representatives of the business community with changes in regulatory legal acts and to discuss emerging problematic issues, the second meeting of the Public Advisory Council under the Vitebsk Customs took place on 23.07.2025 (hereinafter – PAC).
The meeting of the PAC was attended by representatives of the Vitebsk Customs, local executive authorities, public associations, state organizations, the chairman of the Republican Union of Participants in Customs Relations (hereinafter – RUPCR), as well as 14 representatives of the largest enterprises and organizations in the Vitebsk region engaged in foreign economic activity, international freight transportation, logistics, and customs affairs.
During the meeting, current issues regarding the confirmation of the country of origin of goods under the Agreement on Free Trade between the Eurasian Economic Union and its member states, on the one hand, and the Islamic Republic of Iran, on the other hand, which came into force on 15.05.2025, were considered. This agreement serves as a basis for the liberalization and simplification of trade in goods between the participating countries, providing them with a preferential regime that implies exemption from import customs duties or a reduction in import customs duty rates for goods.
Also, during the meeting, the requirements for structures, premises (parts of premises), and/or open areas (parts of open areas) where temporary storage of goods will be carried out, the completion of the customs transit procedure, and/or customs control will be conducted, as well as for vehicles and employees of the legal entity applying for inclusion in the register of authorized economic operators, approved by the Decision of the Board of the Eurasian Economic Commission dated October 3, 2017, No. 131, were discussed.
Participants of the meeting were informed about the activities of the RUPCR in 2024-2025 at the platforms of the Public Advisory Council under the State Customs Committee of the Republic of Belarus, the Eurasian Economic Commission, the Council for Entrepreneurship Development, the Advisory Council under the Ministry of Taxes and Levies of the Republic of Belarus, as well as the International Union of Business Associations in the field of foreign economic activity.
In conclusion, participants of the meeting asked representatives of the customs and the chairman of the RUPCR questions of interest, to which exhaustive answers were provided during the meeting.
The PAC is a favorable platform for discussing draft regulatory legal acts, as well as problematic issues that may significantly affect the conditions for conducting entrepreneurial activities.
