Sergey Levkovich: “The law lies at the basis of solving issues”
Addressing the Assistant to the President – Inspector for the Vitebsk Region, Sergey Levkovich, for help in resolving their seemingly private issues, applicants sometimes raise problems of public significance. This was also the case during the personal reception of citizens held at the Vitebsk District Executive Committee.
…A woman has a residence permit in Belarus. She received it a year and a half ago, moving to her historical homeland from Latvia. She works at one of the state enterprises, wants to change her job, but cannot provide the necessary document package to the new employer. The applicant claims that the problem of not being able to provide a reference from the previous place of work, as well as the work book, is faced by other migrants from abroad. And they could be useful in the labor market in Belarus.
Sergey Levkovich noted: the example of the woman confirms that a sensible manager will find a way to hire the right employee for his enterprise. Bureaucratic obstacles should not arise when it comes to specialists confirming their qualification level, or when applying for jobs that require unskilled labor.
He instructed the committee on labor, employment, and social protection of the regional executive committee to study the situation with holders of residence and permanent residence permits and to propose mechanisms for their integration into the region's economy within a month.
– I rushed with the improvement of public land in the village of Shultsevo, – began the next applicant's story. – Near the plot allocated to me for personal subsidiary farming, I carried out a sanitary clearing of the thicket.
So the man thought. But the district inspection of natural resources and environmental protection viewed his actions from a different angle. For the unauthorized removal of vegetation, he was presented with a demand for compensation for the damage caused in the amount of 1.8 thousand rubles. In the case of voluntary compensation, administrative measures in the form of a fine will not be applied.
During the reception, it was explained to the citizen that healthy (non-emergency, non-dangerous) trees on public lands are prohibited from being cut down. The decision to remove woody and shrub vegetation as part of the improvement is made by a commission. This is preceded by the development of a general plan for the further development of the settlement and a clearing project. The very procedure for creating these documents requires significant financial investments.
– The district budget initially allocated 160 thousand rubles for improvement, – reported the chairman of the district council of deputies, Viktor Dorozhkin. – This money needs to be used for snow clearing, road filling, mowing grass…
Sergey Levkovich summarized that even acting from good intentions, one cannot violate the law. The applicant can take on the task of removing excess vegetation in the settlement only if the executive committee makes the appropriate decision.
However, the problem of overgrowth is characteristic of many villages in the region and has large-scale implications. Perhaps it is necessary to reach a higher level with initiatives to simplify the procedure for sanitary clearings on the lands of settlements.
Other issues raised by citizens to the Assistant to the President concerned: servicing the private housing stock, disputes over land plot boundaries, and production conflicts. All problems will be studied within a month, and applicants will be given responses.
