The practice of involving unused property in the economic turnover was considered within the framework of the republican seminar in the Vitebsk region.
The republican seminar on the involvement of unused property into economic circulation took place in the Vitebsk region.
The work practice was examined using the example of the Beshenkovichi district. The event was attended by the Chairman of the State Property Committee Vitaly Nevera, the Deputy Chairman of the Vitebsk Regional Executive Committee Anzhelika Nikitina, as well as representatives of republican and local government bodies, organizations, and the business community.
Opening the plenary session of the seminar, Vitaly Nevera noted that in the last three years, the Vitebsk region has demonstrated a positive trend in involving unused state property into economic circulation, with more and more new productions being created in the region.
"As practice shows, giving unused property a second life is quite a difficult and thorny path. It does not always happen instantly and quickly. Sometimes a sufficiently long period of time is required, measured not even in one or two years. But we understand perfectly well that, having received a second life, these objects become points of growth and attraction for the local population. This means additional jobs and subsequent budget revenues," emphasized the Chairman of the State Property Committee.
For her part, the chairman of the Beshenkovichi District Executive Committee, Galina Unukovich, added that the most effective way to use state property and reduce the amount of unused property in the district is the gratuitous transfer to private ownership for the implementation of investment projects.
As part of the seminar, its participants visited a number of enterprises where productions were created. The first object was the incubation workshop of LLC "Vitkonprodukt" in Beshenkovichi. It was created on a previously unused site of a former car repair shop, transferred to private ownership for an investment project. Its capacity is 16 million eggs per year. The production facility is equipped with modern environmentally friendly equipment, which has no analogs in Belarus. This has allowed for the substitution of imported broiler chicks.
In addition, to ensure the operation of the incubator, sites for raising young poultry and parent stock have been built. This has allowed for the replacement of imported incubator eggs.
Next, the seminar participants visited LLC "Lufter" – a candy factory with Chinese capital. In 2023, an unused building of a former gymnasium in the urban settlement was transferred for the implementation of this investment project. The cost of the investment project is 7 million rubles. During the implementation of its first stage, 4.1 million rubles have already been invested, including the purchase of equipment worth 3 million rubles.
It is worth noting that the candy factory in Beshenkovichi is included in the list of investment projects of the program "One District – One Project". Currently, 64 people are employed at the enterprise, and the produced products are exported to the Russian Federation.
"The initiative "One District – One Project" is practically 80% related to the involvement of unused property into economic circulation. In few regions, while implementing projects, we built an object from scratch. Mostly, former buildings that were previously unused were selected, they were modernized and reconstructed. Investments were attracted for these purposes, equipment was installed, and thus we came to the implementation of the initiative "One District – One Project". New jobs were created, which, accordingly, in the future will provide not only budget replenishment but also a decent standard of living for our population in the regions," said the Deputy Chairman of the Vitebsk Regional Executive Committee Anzhelika Nikitina.
The next object visited as part of the republican seminar was the production site of RUP "Belmedpreparaty".
In Beshenkovichi, for more than 10 years, unused capital buildings of the former reinforced concrete products plant were in the communal ownership of the district. In 2014, they were gratuitously transferred to an investor for the implementation of a project aimed at creating a production of medicinal products.
The project has been successfully implemented over several years. More than 20 million investments have been made, and over 3 million dollars of foreign investments have been attracted. In the first half of 2024, the property was accepted into the ownership of the Republic of Belarus and secured under the right of economic management for RUP "Belmedpreparaty".
Currently, preparatory and commissioning works have been carried out here, the operability of the equipment has been confirmed, and a pilot batch of medicinal products has been produced. The inspection of the production site for compliance with GMP requirements has been completed, and obtaining the certificate is planned for July 2025. At the same time, work is underway to find an investor.
Another project is successfully being implemented in the Beshenkovichi region based on the principle of "One District – One Project" – in 2023, the production of food flavorings LLC "Scorpio-Kvetka" was opened. For the implementation of the investment project, an unused building of a former school in the agrotown of Budilovo was gratuitously transferred to the enterprise. Based on the transferred property, a workshop for the production of liquid and dry flavorings has been put into operation, and a laboratory has been created. Currently, a line for bottling food flavorings in small containers has been purchased and installed.
"Scorpio-Kvetka" is the only producer of flavorings in the Republic of Belarus, whose capacities allow producing products to fully meet the needs of enterprises in our country. In 2025, the enterprise plans to put into operation a workshop for the production of non-food flavorings aimed at export supplies. Summarizing the results of the first day of the seminar, the Chairman of the State Property Committee noted that in the Beshenkovichi district, the involvement of unused property into economic circulation is approached reasonably and thoughtfully.
"The local authorities have established quality work with potential investors, many previously unused objects have found a second life. Two projects – the candy factory and the flavoring production workshop – are being implemented within the framework of the program "One District – One Project", initiated by the Head of State. As is known, its goal is to support and develop initiatives with an emphasis on creating new jobs. It is noteworthy that the mentioned projects are import-substituting and export-oriented," summarized Vitaly Nevera.
