Submission of applications by individuals for administrative procedures in electronic form

The Inspection of the Ministry of Taxes and Levies of the Republic of Belarus for the Orsha District reminds that the main principles of administrative procedures are contained in the Law of the Republic of Belarus No. 433-Z dated 28.10.2008 "On the Basics of Administrative Procedures". The list of procedures carried out by state bodies and other organizations upon citizens' applications is approved by the Decree of the President of the Republic of Belarus dated 26.04.2010 No. 200.

According to paragraph 12 of the list of administrative procedures approved by the resolution of the Council of Ministers of the Republic of Belarus dated 26.04.2024 No. 322, applications from interested parties, namely: 18.3 Offset, refund of tax amounts, levies (duties), penalties; 18.6 Issuance of a certificate of income tax payment from individuals, land tax and property tax regarding the alienated real estate object (in case of alienation of a real estate object belonging to a citizen of the Republic of Belarus, who permanently resides outside the Republic of Belarus, to a foreign citizen, a stateless person); 18.7 Issuance of a certificate on the presence (absence) of enforcement orders and/or other claims for the recovery of tax debts from the applicant, other unfulfilled obligations to the Republic of Belarus, its administrative-territorial units, legal and natural persons for resolving the issue of renunciation of citizenship of the Republic of Belarus; 18.8 Issuance of a certificate of payment (withholding) of income tax from individuals to avoid double taxation; 18.9 Issuance of a certificate of the permanent residence of an individual in the Republic of Belarus during the tax period to avoid double taxation; 18.17-1 7. Issuance of an extract from the tax authorities' records on calculated and paid amounts of taxes, levies (duties), penalties, can be submitted in electronic form through the unified portal of electronic services using an electronic digital signature generated using a personal key, the public key certificate of which is issued in the State system for managing public keys for verifying electronic digital signatures of the Republic of Belarus, or a biometric document confirming identity, or by other means of strict authentication available in the Unified system for the identification of individuals and legal entities, and for the version of the unified portal of electronic services located at https://portal.gov.by, also using a unique identifier.

An electronic digital signature can be obtained at the registration centers of the Republican Unitary Enterprise "Information and Publishing Center for Taxes and Levies". To obtain a unique identifier, the interested party must contact the unique identifier issuance service - the "one-stop shop" of the district (city) executive committee (district administration), and other state organizations authorized by the Council of Ministers of the Republic of Belarus to issue a unique identifier.
