Transportation of hazardous goods during the cleaning campaign
The harvest campaign is already in full swing, and one of the main factors affecting the harvest is the uninterrupted supply of fuel for agricultural machinery. However, even during this period, it is important not to forget about the safety of transporting hazardous goods. There are no secondary requirements in ensuring the safety of transporting hazardous goods, but there are violations that can lead not only to large fines but also to a ban on the operation of the vehicle.
We would like to remind you of the violations that prohibit the operation of the vehicle:
defects in the frame, coupling device, braking system, visible violations of the geometry of the tank body and its elements;
leaks in the connections of pipelines and fittings, leaks through pump seals, valves, shut-off valves, gaskets of threaded connections, plugs, and end seals, leaks and losses of transported liquids (materials) through the leaks of the tank and hoses;
visible gaps at the points of attachment of the tank to the frame (chassis) of the vehicle, geometric degradation of the fastening elements of the tank, supports, ladders;
the vehicle has not passed the state technical inspection and has not received permission for the vehicle's participation in road traffic;
the vehicle is not registered with the State Industrial Supervision or other state bodies authorized to register vehicles intended for the transportation of hazardous goods;
there is no (or it has expired) certificate of admission of vehicles for the transportation of hazardous goods;
the driver does not have a certificate of driver training under the ADR;
there are malfunctions in the automation system and/or emergency signaling;
the deadlines for checking tanks have been violated;
the requirements for labeling have been violated;
changes in the design of the tank have been made without coordination with the manufacturer, and in the case of making changes to the design that affect road safety, without a document confirming the vehicle's compliance with safety requirements;
there are damages to the covers of loading hatches, their locks, and sealing parts;
the tanks lack grounding devices provided for in the operational documentation or by paragraph 58 of the Rules for Ensuring the Safety of Transporting Hazardous Goods by Road in the Republic of Belarus, approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 17.05.2021 No. 35.
However, considering the long service life of automotive tanks and the specifics of agricultural work, it is necessary to constantly pay attention to the technical condition of the supporting and fastening elements of the tanks, the condition of the tires, the protection of the wiring located in explosive and fire hazardous zones of the tank trucks, the operability of grounding devices and fire extinguishing means, and the mandatory use of the danger information system (activation of the orange beacon, turning on the low beam headlights, etc.).
All light petroleum products used as fuel are inherently flammable, some have toxic properties, therefore, when carrying out the above-mentioned work, it is necessary to strictly adhere to the established rules for transporting hazardous goods and fire safety measures.
