Specifics of exporting cultural values beyond the Eurasian Economic Union

Legal entities, as well as residents of the Vitebsk region and guests of the region, can obtain in Vitebsk a written notification that a conclusion (permit document) for the export of cultural values is not required (in relation to cultural values not included in the unified list of goods to which non-tariff regulation measures apply in trade with third countries, provided for by the Protocol on non-tariff regulation measures concerning third countries to the Treaty on the Eurasian Economic Union dated May 29, 2014 (Appendix No. 7) (subparagraph 25.11.2 of the List of Administrative Procedures approved by the Resolution of the Council of Ministers of the Republic of Belarus dated September 24, 2021 No. 548).

The implementation of the mentioned administrative procedure on the territory of the region is delegated to the Vitebsk Regional Local History Museum.

To carry out this administrative procedure, it is necessary to provide the museum with the following documents: an application; photographs of the most characteristic projection of each cultural value (in the case of processing a collection or set of cultural values, each item or group of items is photographed separately), presented in a size of at least 10 x 15 cm in two copies in printed form; a list with descriptions of the cultural values declared for export, the photo documentation of which is difficult or impractical, presented in two copies in printed form; a document confirming the payment made.

The time frame for completing the administrative procedure is 10 calendar days, and in the case of requests for documents and information from other state bodies or organizations – 20 days.
