Preserving property is the goal of every owner of their home, garage, and every manager in an enterprise. In this area of activity, the units of the Department of Protection of the Ministry of Internal Affairs play a key role and function in protecting the property of citizens and organizations.
The initial step for taking measures to preserve property is the submission of an application to the Department of Protection unit. It can be submitted orally, including via a specially designated phone number, as well as in written or electronic form. The application is considered within fifteen working days from its registration in the protection unit. Subsequently, an initial inspection of buildings, structures, premises, and land plots that are owned or otherwise lawfully possessed by a legal entity, individual, or sole proprietor is carried out, encompassing a set of measures.

The inspection is carried out by authorized personnel of the Department of Protection unit in the presence of the client, to determine the possibility of providing a security service, the results of which constitute an initial inspection report. In case the object does not meet the engineering‑technical reinforcement requirements, the client is asked to remedy the deficiencies with subsequent verification. These requirements are stipulated in the Instruction on the procedure for organizing work on the provision (performance) of security services (works) by the Department of Protection, including the inspection of objects, which was approved by the decree of the Ministry of Internal Affairs of the Republic of Belarus dated 28 March 2016 No 71.
It should be taken into account that each object, whether an apartment, dacha, garage, a drug storage room, a bank cash desk, or a company, is subject to specific requirements for engineering‑technical reinforcement and the installation of technical alarm systems. Before concluding a contract for a security service, these requirements must be fulfilled by the client; otherwise, the provision of the security service is not possible.

If the object meets all the necessary requirements of regulatory legal acts, a standard contract for the provision of security services is concluded between the client and the Department of Protection unit, confirming the guarantee of the services provided and the responsibility towards the clients.
The conclusion of the contract is not the final result of protecting the object. In this area of activity, to prevent property theft, security department staff conduct scheduled and unscheduled inspections of protected objects, aimed at identifying changes in technical reinforcement, possible theft routes, the need for equipment, including additional engineering‑technical protective means, and security devices and systems.
The Department of Protection units assume obligations to perform the security services provided, guaranteeing the reliability and safety of the property.
