The procedure for the official publication of legal acts of the Republic of Belarus is defined by the Law of the Republic of Belarus of 17 July 2018 and the Decree of the President of the Republic of Belarus of 24 February 2012 No. 3 “On certain issues of publishing and entry into force of legal acts of the Republic of Belarus”.

Since 1 July 2012, the sole source of official publication of legal acts, registered in the National Register of Legal Acts of the Republic of Belarus, is the National Legal Internet Portal of the Republic of Belarus – http://pravo.by – the main state internet resource in the field of law and legal informatics (Portal).

Placement of legal acts on the Portal is carried out in full compliance with the signed originals. The date of official publication of a legal act is considered to be the date of its placement on the portal.

Official publication on the Portal is carried out only in the “Official Publication” section. Texts of legal acts placed in other sections of the Portal are for reference only.

Official periodic printed publications

In addition, the mentioned legal acts may be disseminated (published) in the following official periodic printed publications:

in the collection of legal acts “National Register of Legal Acts of the Republic of Belarus”
in the newspaper “Soviet Belarus” – decisions adopted by the republican referendum, decrees, orders, instructions of the President of the Republic of Belarus, interstate and intergovernmental treaties, resolutions of the plenary of the Supreme Court
in the newspaper “Zviazda” – laws of the Republic of Belarus, resolutions of the House of Representatives and the Council of the Republic of the National Assembly of the Republic of Belarus, international treaties (in Belarusian language)
in the newspaper “Narodnaya Gazeta” – laws of the Republic of Belarus, resolutions of the House of Representatives and the Council of the Republic of the National Assembly of the Republic of Belarus, international treaties (in Russian language)
in the newspaper “Respublika” – resolutions of the Council of Ministers of the Republic of Belarus, instructions of the Prime Minister of the Republic of Belarus, normative legal acts of the National Bank, Committee of State Control, Investigative Committee, Office of the President of the Republic of Belarus, National Academy of Sciences of Belarus, ministries and other republican bodies of state administration, international treaties of the Republic of Belarus of interagency nature
in periodic printed publications, defined in accordance with the legislation of the regional and Minsk city Councils of deputies, regional and Minsk city executive committees, local Councils of deputies, executive and administrative bodies of the basic territorial level.

Dissemination (publication) of legal acts in the listed printed publications is not official.

Since 1 July 2012, electronic official publication of legal acts carried out on the Portal in accordance with the Decree of the President of the Republic of Belarus of 13 June 2011 No. 248 “On certain issues of official publication of normative legal acts” has been terminated.

Search for legal acts

To search for legal acts that have been amended and supplemented in the acts of interest to you, you can use the search on the “Search in the register” page. Texts of legal acts in a controlled state (including amendments and additions) are provided as part of the paid service “ETALON-ONLINE”.
