About the mass media

In accordance with paragraph 19 of Article 1 of the Law of the Republic of Belarus dated July 17, 2008 No. 427-Z "On Mass Media" (hereinafter - the Law on Mass Media), the distributor of mass media products is a legal entity, an individual entrepreneur, engaged in the distribution of mass media products in the manner established by law, as well as a legal or natural person, including an individual entrepreneur, who is the owner of an internet resource, the owner of an online publication, the owner of a news aggregator, in the case of distributing mass media products through an internet resource, online publication, news aggregator. 

Paragraph 18 of Article 1 of the Law on Mass Media stipulates that the distribution of mass media products is the sale, subscription, delivery of printed mass media, audio or video recordings of programs, broadcasting and rebroadcasting of radio and television programs, demonstration of cinematographic programs, and other forms of delivering mass information to the public, including through an internet resource, online publication, news aggregator. 

In accordance with paragraph 5 of Article 17 of the Law on Mass Media, the products of foreign mass media distributed on the territory of the Republic of Belarus without changing the form or content may be distributed in the Republic of Belarus after the foreign mass media has obtained permission to distribute the products of foreign mass media on the territory of the Republic of Belarus without changing the form or content from the republican body of state administration in the field of mass media. 

The distribution of products of foreign mass media on the territory of the Republic of Belarus without changing the form or content without permission is prohibited. 

In accordance with paragraph 6 of Article 17 of the Law on Mass Media, distributors of television and radio broadcasting mass media products are subject to inclusion in the State Register of distributors of television and radio broadcasting mass media products. 

The activity of distributing television and radio broadcasting mass media products without inclusion in the State Register is illegal and entails liability in accordance with legislative acts. 

Considering the above, it is necessary to configure television channels only for those distributors of television mass media products that are included in the State Register of distributors of television and radio broadcasting mass media products.
