Negative consequences of receiving a salary "in envelopes" in the Republic of Belarus
In the Republic of Belarus, as in many other countries, there is a problem of unofficial salary payments, commonly referred to as "envelope wages".
This phenomenon occurs when an employer pays part or all of an employee's salary outside of official accounting and taxation. Despite the apparent benefit to the employee in the form of a temporary increase in income, such practices carry serious negative consequences for both the workers themselves and the economy of the country as a whole.
1. Loss of social guarantees
Official salary is the basis for calculating various social benefits, such as pensions, unemployment benefits, sick leave, and vacation pay. When wages are paid "in envelopes," these amounts are not accounted for in official documents, leading to a significant reduction in future pensions and other social benefits. As a result, workers who agree to unofficial payments risk finding themselves in a vulnerable position in case of loss of capacity to work or retirement.
2. Low level of protection of labor rights
Workers receiving unofficial wages are often deprived of the ability to protect their labor rights in case of violations by the employer. For example, in the event of dismissal or delayed payments, proving the actual amount of salary received is extremely difficult. This makes workers dependent on the employer's good faith and deprives them of legal protection.
3. Deterioration of the state of the economy
Unofficial salary payments lead to a reduction in tax revenues to the budget. This, in turn, limits the government's ability to finance social programs, healthcare, education, and infrastructure projects. In the long term, such practices contribute to the deterioration of the economic situation in the country and a decrease in the standard of living of the population.
4. Risks for employers
Although employers who pay wages "in envelopes" may temporarily reduce their tax and social contribution expenses, they also face significant risks. In the event of such violations being detected by tax authorities, employers may be held administratively or criminally liable, resulting in hefty fines and even imprisonment.
5. Negative impact on business reputation
Companies that practice unofficial salary payments risk their reputation. If exposed, such organizations may lose the trust of partners, clients, and potential employees. This can lead to a deterioration of business reputation and a decrease in competitiveness in the market.
6. Decreased employee motivation
Receiving wages "in envelopes" is often accompanied by the absence of an official employment contract or the inclusion of fictitious data and conditions in the contract. This can lead to decreased employee motivation, as they do not feel protected and secure about the future. Furthermore, the lack of official employment limits opportunities for career advancement and professional development.
7. Complications in obtaining loans and mortgages
Banks and other financial institutions consider the official income of the borrower when reviewing loan or mortgage applications. If an employee receives wages unofficially, proving their actual income becomes nearly impossible. This significantly limits the ability to obtain loans and other financial services.
Thus, receiving wages "in envelopes" may seem beneficial in the short term; however, in the long term, it leads to serious negative consequences for both workers and employers, as well as for the economy of the country as a whole. Only joint efforts of the state, business, and citizens can help eradicate this practice and create conditions for sustainable economic development.
