New rules for keeping pets have come into effect
On January 1st the law "On Responsible Treatment of Animals" came into effect. The document establishes general rules for the treatment of animals (companion animals, laboratory animals, service animals, and animals used in cultural activities and sports).
One of the main innovations is the increased requirements for the keeping of dangerous dog breeds. In particular, their owners are required to undergo special courses and obtain the appropriate certification.
Also, animals (except for guide dogs) are now not allowed in grocery stores, healthcare and educational organizations, cultural facilities, and sports facilities.
According to the new rules, the sale of animals is restricted to those under 18 years old. Moreover, minors can now only acquire a pet with parental permission. A ban on keeping pets has also been introduced for certain categories of citizens. This includes those convicted of cruel treatment of animals or violating animal care regulations.
As of January 1st, breeders and shelters are required to microchip the offspring (dogs, cats) they sell. At the same time, pet owners have gained the right to microchip their pets.
The document defines the cases in which an animal can be temporarily taken from a family. For example, for repeated (two or more times within a year) harm to the life or health of people, pets, and other animals, damage to someone else's property, the ownership of dangerous dogs by those under 18 years old (except for individuals who are fully capable under civil law), etc. In such cases, the temporarily removed animal is transferred to a shelter or volunteers. The owner is responsible for the costs of keeping the pet.
The law also specifies the requirements for the establishment and operation of temporary holding points, shelters, and hotels for animals. For instance, it is prohibited to place them in residential buildings, and conditions for the keeping of animals and their transfer to new owners are established.
