Youth Parliament under the Orshansky District Council of Deputies
General information
The Youth Parliament is formed under the Orshansky District Council of Deputies and is a collegial and consultative-deliberative body under the Orshansky District Council of Deputies.
The activities of the Youth Parliament are regulated by the Regulation on the Youth Parliament and the Rules of Procedure of the Youth Parliament.
Principles of formation
is a collegial and consultative-deliberative body under the Orshansky District Council of Deputies;
is formed on the principles of equality, voluntariness, openness, legality, self-governance, collective, free discussion and decision-making;
carries out its activities on a public basis and is not a legal entity;
is created and ceases its activities in accordance with the decision of the district Council of Deputies session;
reports to the district Council of Deputies on its activities.
Goals of the Youth Parliament
representation of the interests of children and youth of the Orshansky district in local self-government bodies;
engaging children and youth in participation in the socio-political life of the district;
formation, strengthening and raising the legal and political culture of children and youth of the Orshansky district;
conducting socially significant children and youth events in the district;
creating conditions for studying and solving youth problems, as well as for implementing youth initiatives in the formation and implementation of socio-economic policy in the territory of the Orshansky district;
assistance in the preparation and formation of a managerial personnel reserve from youth representatives in the territory of the Orshansky district.
Tasks of the Youth Parliament
representation of initiatives of children and youth to the local self-government bodies of the Orshansky district;
participation in the formation and implementation of youth policy in the territory of the Orshansky district;
monitoring public opinion of the youth of the Orshansky district on current socio-economic issues and timely submission of monitoring results to the district Council of Deputies;
involving youth in parliamentary and public activities;
ensuring interaction with representatives of the district Council of Deputies, district executive committee and youth public associations.
Structure of the Youth Parliament
the structure of the Youth Parliament includes: the chairman, his co-chairmen, the secretary, the presidium of the Youth Parliament, the commissions of the Youth Parliament;
the Youth Parliament consists of two chambers: the Youth Chamber of working youth and the Youth Chamber of school students of the district (grades 9‑11);
the Youth Parliament is headed by the chairman;
the presidium of the Youth Parliament includes: the chairman of the Youth Parliament, the deputy chairman of the Youth Parliament, the chairmen of the commissions of the Youth Parliament.
Powers
To implement the listed tasks, the Youth Parliament has the right to:
with the agreement of the district Council of Deputies, participate in the work of sessions, meetings of the presidium, permanent and temporary commissions of the district Council of Deputies;
organize meetings, seminars, forums, conferences and other events within the preparation and consideration of issues within the powers of the Youth Parliament;
attract consultants, experts, scientists and other specialists on a voluntary basis who are not members of the Youth Parliament;
present initiatives on various issues of public life.
The coordination of the Youth Parliament's work is carried out by the chairman of the permanent deputy commission on social issues, social protection of citizens and youth affairs, the Orshansky District Committee of the OJSC "BRSМ", the education department of the Orshansky district executive committee. The informational, organizational and technical support of the Youth Parliament's activities is provided by: the Orshansky District Committee of the OJSC "BRSМ", the education department of the Orshansky district executive committee.
