Youth policy

Youth is the strength of our country, a strategic and human resource, and all issues related to the lives of young people fall within the sphere of national‑state interests. The potential of the younger generation is traditionally in demand in economic‑technological, scientific, social and information sectors.

Youth policy in the Vitebsk region is implemented in accordance with the Constitution of the Republic of Belarus, the Law of the Republic of Belarus “On the Fundamentals of State Youth Policy”, the state program “Education and Youth Policy” for 2021–2025, and other legislative acts.

Tasks and goals of state youth policy

The main tasks of state youth policy are:

  • creating conditions for effective self‑realization of youth, forming in youth through a system of heroic‑patriotic and spiritual‑moral education an active civic position, love for the Motherland, pride in its past and present, and responsibility for the fate of Belarus;
  • forming responsible behavior and a value‑based attitude of youth towards their own health as a condition of personal well‑being and the health of future generations.

The goals of state youth policy are:

  • creating conditions for free and effective participation of youth in the political, social, economic and cultural development of society;
  • social, material, legal and other support for youth;
  • expanding opportunities for youth in choosing a life path.

Work in this area is focused on the following key directions:

Promoting a healthy lifestyle
Facilitating the implementation of youth's right to work, secondary employment of youth, development of the student detachment movement

Priority initiatives

Year of Historical Memory

The Head of State signed Decree No 1, according to which, for the purpose of forming an objective societal attitude towards the historical past, preserving and strengthening the unity of the Belarusian people, the year 2022 was declared the Year of Historical Memory in Belarus.

To develop among youth a national and civic self‑awareness, respect for the history, culture and traditions of the Belarusian people, a set of measures for civic‑patriotic education of youth is being implemented.

Social support and further promotion of gifted and talented youth.

Youth initiatives are supported and promoted in the district in various forms.

Information field of work with youth

To inform youth, accounts of the Orsha District organization of the youth organization “BRSМ” have been created and operate on social networks VKontakte and Instagram. The accounts contain information about planned and held events within the implementation of the main activity directions of the youth organization “BRSМ”, useful information on cyber security, safety rules and prevention of unlawful behavior.
