A draft law on the status of heads of district and city executive committees was presented to Lukashenko.

The President of Belarus, Alexander Lukashenko, held a meeting on February 6 regarding the improvement of the legal regulation of the status of the chairman of the basic level executive committee, as reported by a BELTA correspondent. "Today we must finally discuss all issues related to enhancing the role of district and city executive committees, the so-called basic level, and their chairmen," noted Alexander Lukashenko, opening the meeting.

The head of state reminded that at the meeting of the Presidium of the All-Belarusian People's Assembly in November 2024, a relevant draft decree was considered. Many proposals were voiced then, including the suggestion not to issue a presidential decree but to adopt a law.
"The draft law has been prepared and presented to me for submission to the House of Representatives. Let's take another look to see if all the pressing issues are reflected in it, and whether the problems that currently hinder the effective functioning of the chairmen of district and city executive committees have been resolved," said the Belarusian leader. "At the same time, I want to warn everyone that there is no need to cling to any powers and your status at the top in order not to give up any powers downwards. This is absolutely unacceptable. We must proceed from the interests of our state."

Alexander Lukashenko emphasized that when discussing the draft document, it is necessary to finally determine its form and content so that the chairmen are even more motivated for results and work effectively. The head of state inquired what personnel, economic, and other powers are proposed to be granted to local authorities to enable them to address urgent issues and play a more significant role in the development of their region, whether a draft law is needed for this or if it would be more effective to work with a presidential decree.

"The main thing is to fundamentally adopt relevant, in-demand decisions. The role of this basic link, which directly interacts with people in its work, needs to be enhanced. Perhaps there are already enough powers. Then say so. In what direction we will act, I have said. There is no need to be afraid to empower the chairmen of city and district executive committees with the corresponding functions and powers. The accountability will be serious, the pressure on them will be very serious, but we must give them the levers," the President concluded.-0-
