Lukashenko proposed a mechanism for joint work of state and private pharmaceutical enterprises
The President of Belarus, Alexander Lukashenko, at a meeting on the development of biopharmaceuticals, proposed that state and private pharmaceutical enterprises work within a unified organizational structure based on common interests, reports a BELTA correspondent.
To discuss the future development of biopharmaceuticals, the leaders of the Vitebsk Regional Executive Committee, the Ministry of Health, the Ministry of Agriculture and Food, the State Control Committee, the government, and the Presidential Administration, the National Academy of Sciences, as well as representatives of the pharmaceutical and scientific communities and business have been invited to participate in the meeting.
Initially, the chairman of the Vitebsk Regional Executive Committee was supposed to deliver the main report at the event - this is where the "BelVitunifarm" enterprise is located, the work of which was planned to be discussed at the meeting. However, Alexander Lukashenko scaled up the topic of the event and handed the floor to Vladimir Karanik, as the topic of biopharmaceuticals is of great importance on a national scale, not just for a specific region. Moreover, the current chairman of the Presidium of the National Academy of Sciences previously held the position of Minister of Health and is familiar with the work of pharmaceutical enterprises.
The discussion turned to the holding "Belpharmprom", which includes only those organizations engaged in the production of medical preparations. Enterprises producing veterinary vaccines are mainly subordinate to the Ministry of Agriculture and Food. Both can be either state or private ownership. In this regard, Alexander Lukashenko pointed out the problem of their fragmented operations: "State enterprises are supposedly somehow managed by the state. Poorly, well - it doesn't matter. And private ones... Just let them live, survive, and work as they want."
"The state has a regulatory mechanism that allows it to determine policy in this direction," said Vladimir Karanik.
"So, we can always twist their arms? But we shouldn't be twisting arms! We need to unite and work together," the President is convinced.
Vladimir Karanik noted that such enterprises can indeed work together, but for this, it is necessary to effectively use regulatory mechanisms.
Alexander Lukashenko is convinced that private enterprises, together with state ones, can work within a unified organizational structure, taking into account common interests. At the same time, he added, the leadership of this structure does not necessarily have to interfere too much in the work of private enterprises.
"We have a bunch of fragmented enterprises that may duplicate the productions of state ones. Or maybe they compete in markets for unclear reasons, and so on. Why can't we create a certain holding where the interests of both state and private (enterprises - Note by BELTA) are taken into account?" - suggested the President as one of the solutions to the problem.
