Lukashenko signed a Directive on improving the work of government bodies, strengthening executive discipline
The President of Belarus, Alexander Lukashenko, signed on April 2 Directive No. 11 "On Improving the Functioning of the System of Government Authorities and Management, Strengthening Executive Discipline". This was reported by BELTA from the press service of the Belarusian leader.
The document is adopted in the development of decrees "On the Five-Year Quality Plan", "On Strengthening the Role of Chairpersons of Executive Committees at the Basic Level in Regional Development" and is aimed at radically increasing the efficiency of the functioning of the system of state authorities, management activities, strengthening executive discipline, and socially responsible attitudes of everyone towards work.
In accordance with the Directive, it is unacceptable for government bodies and officials to interfere in each other's competencies. The formation and functioning of councils, commissions, groups, and other expert and advisory structures that replace government bodies, except those directly provided for by legislative acts, is excluded. Unjustified meetings, including in a remote format, are prohibited.
The document provides for the introduction of modern digital technologies into practical activities in public administration, increasing the efficiency of official business trips, conducting mandatory assessments of the state of executive discipline in the government body, taking it into account when extending or concluding a contract with the head of this body for a new term, making decisions based on the results of the certification of this head, promoting him in position, and recommending him for state awards.
The Directive contains provisions on the need to streamline the process of information collection and reduce excessive requests to legal entities, as well as ensure information security.
