Lukashenko signed a Directive on the implementation of the foundations of the ideology of the Belarusian state
The President of Belarus, Alexander Lukashenko, signed Directive No. 12 "On the Implementation of the Foundations of the Ideology of the Belarusian State" on April 9. According to the President's press service, the document is intended to enhance the effectiveness of ideological work and updates the regulatory legal framework governing the ideological sphere. The directive also approves the very foundations of the ideology of the Belarusian state.
What is the President's Directive
Let’s first clarify what the President's Directive is, as we do not encounter such a document very often. A directive is a programmatic decree issued by the head of state within the powers defined by the Constitution of Belarus and the laws adopted for its development (Article 15 of the Law of the Republic of Belarus "On Normative Legal Acts").
As a normative legal act of the head of state, the directive contains general guiding instructions for systematically addressing priority issues, mobilizes state bodies and society to take measures to achieve the goals defined in it.
The Directive "On the Implementation of the Foundations of the Ideology of the Belarusian State" notes that Belarus has established itself as a state built on the principles of popular sovereignty, humanism, social justice, equality of rights and opportunities, and historical continuity.
"The measures taken to form an ideological vertical and regulate the ideological sphere have contributed to the enhancement of the national self-awareness of Belarusians, the strengthening of social solidarity, civil peace, and harmony. The directions of its development at the present stage imply the improvement of the ideological work system, the study and consideration of the real interests and requests of the population, and the focus on specific social groups in the implementation of state information policy and ensuring effective communication between the authorities and society," the document emphasizes.
Moreover, the goal of ideological work is defined as building a socially just society through the formation of a well-rounded personality that defends national interests.
What is special about Belarusian ideology
The foundations of the ideology of the Belarusian state note that a unique model of social development has been formed in the republic, which has become a practical embodiment of the ideology of the Belarusian state.
Its key achievements include the sovereign nature of domestic and foreign policy; a high level of public safety, interfaith and interethnic harmony; preservation and modernization of the real sector of the economy; a high level of employment, absence of sharp social and property stratification; accessibility and high quality of healthcare, education, and social services; creation of modern and equal conditions for mass sports participation, and engagement with cultural and spiritual heritage; low levels of corruption, and a socially responsible and nationally oriented state management apparatus.
At the same time, Belarus faces the threat of external aggression, which takes the form of hybrid confrontation: information wars, struggles of ideas and meanings, and the imposition of foreign destructive ideology. "Various channels for disseminating information are used by unfriendly forces to destabilize the political situation, escalate social tension, and distort traditional spiritual and moral values. The destructive impact is primarily directed at the family, the education system, traditional confessions, the army, and state power institutions. Attempts are being made to distort history, devalue the role of the Belarusian people in achieving victory in the Great Patriotic War, deny their genocide by Nazi criminals and their accomplices, and the contribution to the overall results of the labor of Soviet generations, as well as the successes of the sovereign period of Belarus's development," the document states.
In such conditions, mobilizing society to preserve national unity, national identity, and a focus on proactive development will be facilitated by a solid ideological foundation and a deep understanding by the citizens of the country of the peculiarities of the Belarusian model of social development.
What does the ideology of the Belarusian state consist of
The components of the ideology of the Belarusian state are:
- cultural-historical - a complex of established beliefs about the origin of the people, the formation and development of its self-awareness from an original ethnic community to a nation that recognizes its belonging to the East Slavic civilization;
- political - a system of the people's perceptions of the main stages of the formation of Belarusian statehood, the conditions of establishment and characteristics of state institutions, civil society, the degree of their compliance with traditions, modern needs and interests of the nation, directions and paths for the further development of these institutions, as well as the place of the Belarusian state in the international arena, its goals, principles, and priorities in building relations with other countries;
- economic - a system of views regarding the model of organizing the economic life of the country, which implies a reasonable balance of various forms of ownership and management, an understanding of the role of the state in economic processes, and a notion of fair distribution of national wealth;
- social - a set of ideas about solidarity, social justice, morality, patriotism, duties, rights, and freedoms of a person, and the balance of interests of various social groups.
