Vehicle equipment for transporting dangerous goods
One of the priority and effective areas of control and preventive work aimed at increasing the level of safety in the transportation of dangerous goods is the conduct of technical (technological, verification) activities (hereinafter - activities) jointly with the employees of the OGAI of the Orsha ROVD regarding vehicles transporting dangerous goods on public roads. According to the results of the conducted activities, the most characteristic violation is the lack of equipment of vehicles.
According to paragraphs 160, 164, 165 of the Rules for ensuring the safety of transportation of dangerous goods by road transport in the Republic of Belarus, drivers of mechanical vehicles transporting dangerous goods by road must be equipped with:
1. Fire extinguishers:
at least two fire extinguishers, one of which has a minimum charge mass of 2 kg, suitable for extinguishing a fire in the engine compartment or cabin, and the capacity of additional fire extinguishers is determined as follows:
for vehicles with a technically permissible maximum mass of more than 7.5 tons, the minimum total mass of the charge of additional fire extinguishers must be 10 kg, provided that one of them has a minimum charge mass of 6 kg. The minimum total mass of the charge of all fire extinguishers on the vehicle must be 12 kg;
for vehicles with a technically permissible maximum mass of 3.5 tons to 7.5 tons, the minimum total mass of the charge of additional fire extinguishers must be 6 kg, provided that one of them has a minimum charge mass of 6 kg. The minimum total mass of the charge of all fire extinguishers on the vehicle must be 8 kg;
for vehicles with a technically permissible maximum mass of up to 3.5 tons, the minimum total mass of the charge of additional fire extinguishers must be 2 kg, it is allowed to use several additional portable fire extinguishers, provided that one of them has a minimum charge mass of 2 kg. The minimum total mass of the charge of all fire extinguishers on the vehicle must be 4 kg.
vehicles for transporting dangerous goods packed in limited or exempt quantities, as well as transported in accordance with paragraph 1.1.3.6 of Appendix A to the ADR agreement in packages, must be equipped with one fire extinguisher with a charge mass of at least 2 kg, suitable for extinguishing a fire in the engine or cabin of the vehicle.
2. At least two chocks for each vehicle (link of the road train), the dimensions of which correspond to the diameter of the wheels.
3. Two emergency stop signs.
3. A first aid kit for equipping vehicles (automobile).
4. An emergency vest for each crew member.
5. Portable lighting devices for each crew member.
6. A fire blanket (when transporting dangerous goods with hazard signs No. 2, 3, 4.1, 4.2, 4.3).
7. A shovel, a drainage trap to prevent the entry of hazardous substances into the sewage system, a box of dry sand weighing 25 kg (when transporting dangerous goods with hazard signs No. 3, 4.1, 4.3, 8, 9). Special coverings, rubber or tarpaulin mats measuring at least 1x1 m can be used as drainage traps.
8. Two battery-powered lanterns with flashing or steady orange lights.
9. Two "Danger" signs with their own support.
10. In cases provided for in written instructions, the safety data sheet of the substance, the vehicle is equipped with means to neutralize the transported hazardous substance and personal protective equipment for the driver and accompanying personnel.
11. There are no eye protection means and eye wash liquid in accordance with p. 8.1.5.2 of Appendix B to the ADR agreement.
In the past 2025, no accidents or incidents were registered in this area.
