Andrei Golubev as the general director of the state association "Vitebsk Construction Management";
Alexander Kozlov as the general director of the OJSC "Construction Trust No. 9 of Vitebsk";
Andrei Korobkov as the general director of the municipal unitary enterprise "Capital Construction Management of the Vitebsk Regional Executive Committee".
