Information on preparation for work in the autumn‑winter period of 2025/2026

To obtain positive conclusions about the readiness of heat sources, when inspecting boiler houses with a capacity of more than 200 kilowatts regardless of the capacity of the installed boilers regarding their readiness for operation in the autumn-winter period 2025/2026, economic entities must ensure:

– the presence of a license for the right to carry out activities in the field of industrial safety, or contracts with specialized organizations that have a license for the right to carry out activities in the field of industrial safety;

– the readiness of heat sources to carry the specified thermal capacity indicating the maximum thermal capacity;

– the proper technical condition of boilers, feed, network, makeup, circulation pumps, heaters, and other boiler equipment necessary for heat supply to consumers;

– the proper technical condition of backup equipment;

– the conduct of technical diagnostics of boilers within the established time frame after the expiration of the normative service life by a representative of the State Industrial Safety Inspectorate and the timely assessment of the technical condition by the person responsible for the safe operation of the boiler house in accordance with the requirements of regulatory documents.

– the conduct of technical diagnostics of boilers with an expired service life, after repair using welding (incident), at the request of the inspector (expert);

– the execution of planned repairs of the main and auxiliary equipment in the necessary volumes and with quality that meets established standards;

– the readiness of the heat source to perform the temperature schedule at all temperature ranges during the autumn-winter period in this locality;

– the normative fuel reserve (main and backup) in a quantity that ensures uninterrupted supply of thermal energy;

– the presence of a schedule for switching the heat source to a backup type of fuel during significant cold spells or when gas supplies to the Republic of Belarus are reduced;

– the presence of orders appointing persons responsible for the safe operation of the boiler house and orders (directives) allowing personnel to service the boiler equipment;

– the presence of operational instructions for personnel servicing the boiler equipment, the presence of a thermal scheme;

– the conduct of training, knowledge checks for responsible persons and personnel, conducting emergency drills in accordance with the action plan in case of an emergency situation in the boiler house;

– the staffing of the boiler house in accordance with the design solution;

– the presence of passports for main and auxiliary equipment (boilers (boiler house), safety valves, economizers);

– the presence of a safe water regime for the operation of boilers in accordance with the requirements of regulatory documentation and  operating instructions;

– the presence and proper functioning of protections and automation means of boilers, air control systems for CO content (for boiler rooms with gas-using equipment with a constant presence of personnel), performing scheduled maintenance work to keep them in working order, implementing measures to install devices for monitoring the tightness of shut-off valves of gas-fired boilers;

– the cleaning of the internal heating surfaces of boilers from deposits of scale and sludge (if necessary), external surfaces from ash and slag;

– the conduct of routine adjustment tests of boilers within the established time frame, checking the safety automation systems and regulation of boilers, water treatment installations of the boiler house;

– the implementation of technical measures for the possibility of connecting a mobile emergency boiler;

– the implementation of technical measures for the possibility of connecting autonomous sources of electrical energy;

– the presence of documents confirming the cleaning of the internal heating surfaces of boilers from deposits of scale and sludge, adjustment and setting of safety valves, surfaces from ash and slag, proper technical condition of flues and chimneys;

– the presence of emergency service and thermal energy consumer phone numbers at the workplace of the boiler house personnel.
