Information on the state of occupational injuries in organizations of the Vitebsk region and analysis of the causes of workplace accidents based on the results of work for the 1st quarter of 2025.
According to operational data from the Vitebsk Regional Department of the State Labor Inspection (hereinafter - the department), in organizations of the Vitebsk region, the total number of industrial accidents for the I quarter of 2025 amounted to 36, compared to 40 cases during the same period in 2024 (a decrease of 10%).
During this reporting period, as a result of industrial accidents in organizations of the Vitebsk region, one fatal accident was registered due to personal negligence on the part of the victim (for the same period in 2024 - 0).
In the I quarter of 2025, one accident resulting in a serious injury due to a traffic accident was registered in organizations of the Vitebsk region, which constituted 7.7% of the total number of seriously injured (the same period in 2024 – 4 cases, 16.7%).
This year, there is a significant decrease in industrial injuries from accidents resulting in serious injuries by 45.8%.
At the same time, an increase in accidents leading to serious industrial injuries in the current period of 2025 compared to the I quarter of 2024 was noted in organizations located in the territory of: Orsha district – 4 (the same period in 2024 - 3), Glubokoe district – 2 (1), Oktyabrsky district of Vitebsk – 2 (1), Dokshitsy district – 1(0).
For accidents not related to serious industrial injuries, an increase in industrial injuries for the I quarter of 2025 compared to the same period in 2024 was noted in organizations of the following districts (territorial units): Vitebsk city – 6 cases (I quarter 2024 - 4) and respectively in the Administration of the First of May district – 4 (2); Orsha district – 4 (3); Glubokoe – 2(0); Dokshitsy and Postavy districts – 2(1); Gorodok, Lyozno, Sennensky, Shumilino districts – 1 (0).
During the past period, one accident was registered under the influence of alcohol.
According to the results of completed investigations with serious consequences (fatalities and severe injuries), characteristic causes of accidents that occurred in the I quarter of 2025 were established (in percentage terms from the total number of causes):
- violation of labor and production discipline, safety instructions by the victim – 25% (the same period in 2023 - 20%);
- failure of managers and specialists to fulfill their duties on labor protection – 25% (10%);
- violation of traffic rules by another person – 12.5% (0%);
- unsatisfactory working conditions and deficiencies in the organization of workplaces – 12.5% (0%);
- personal negligence – 12.5% (40%).
From January to March 2025, state labor inspectors conducted 47 supervisory activities, including: 35 monitoring visits and 12 selective inspections. During these activities, 1295 violations of labor and safety legislation were identified and prescribed (recommended) for elimination.
In organizations, based on the results of supervisory activities, at the direction of state labor inspectors, 22 workers were removed from work for not having undergone training, knowledge checks on labor protection, not using required personal protective equipment ensuring labor safety, and not having undergone medical examinations in cases and procedures provided for by law.
Based on the materials of labor inspectors, 13 authorized officials of the employer who violated labor and safety legislation were brought to disciplinary responsibility. During the implementation of these preventive measures, labor inspectors suspended the operation of 45 units of machines, equipment, and other machinery.
As a result of supervisory activities conducted in organizations of the region, as well as taking into account information received by the department regarding signs of administrative offenses for violations of labor and safety legislation, 152 officials were brought to administrative responsibility in the form of fines totaling 51.618 thousand rubles.
In total, from January to March 2025, mobile groups with the participation of state labor inspectors conducted 185 inspections of agricultural organizations, including those without departmental subordination, as well as construction organizations, during which 3190 violations of safety requirements were identified.
On average, each mobile group conducts about 3.7 inspections per month. On average, about 11.2 violations of labor safety requirements were identified per inspection in the region.
In 2025, work continued in organizations of the Vitebsk region to improve the qualifications of managers and specialists in labor and safety legislation. State labor inspectors actively participated in 126 seminars, conferences, and meetings on this topic, with 2544 participants.
The joint preventive work with local authorities and business entities in the Vitebsk region has contributed to a reduction in industrial injuries in the I quarter of 2025.
