State Institution «Yakovlevich Social Boarding House «Home Hearth» is a state social service institution of the Ministry of Labor and Social Protection of the Republic of Belarus.

State social services institution "Yakovlevich Special Home-Boarding House for the Elderly and Disabled" was established in 2003 in the village of Yakovlevichi, Orshansky District, Vitebsk Region. On January 24, 2019 the boarding house was renamed to the state institution "Yakovlevich Home-Boarding House for the Elderly and Disabled", and on July 1, 2024 the boarding house was renamed to the state institution "Yakovlevich Social Boarding House \"Home Hearth\"".

The main tasks of the boarding house are to ensure the implementation of state minimum social standards in the field of social services, the organization of continuous external care or external assistance, domestic services and medical care for resident citizens.

The main functions of the boarding house are:

ensuring the adaptation of citizens to the new situation;

satisfaction of the needs of citizens residing in a boarding house in social services included in the list of free and publicly available social services of state social welfare institutions with norms and standards of provision of these services to citizens, approved by the resolution of the Council of Ministers of the Republic of Belarus of December 27, 2012 No. 1218;

provision of other social services to citizens residing in the boarding house, introduced by the decision of the founder;

organization of events to improve the quality of social services, implementation into practice of advanced methods of social services;

provision of medical care, implementation of sanitary and anti-epidemic measures in accordance with the legislation;

providing care and observation in accordance with the state of mental health and behavioral characteristics;

ensuring the upgrading of qualifications of boarding house staff;

attracting volunteers to cooperate in providing social services to citizens;

ensuring cooperation with organizations of various forms of ownership and individual entrepreneurs on issues of social services for citizens within its competence;

adoption of measures to ensure the protection of public order by concluding a contract with the subdivisions of the Department of Protection of the Ministry of Internal Affairs of the Republic of Belarus for the provision (performance) of security services (works).

Due to the unfavorable epidemiological situation, visits are limited; in exceptional cases (with the manager's permission) visits are carried out using personal protective equipment (mask, gloves), observing social distancing principles, daily:

• on weekdays: from 9:00 to 12:40, from 13:00 to 17:00 hours;

• on weekends and holidays: from 9:30 to 15:00 hours.

Instruction for receiving transfers

Transfers are received daily:

1. on weekdays: from 9:00 to 12:40, from 13:00 to 17:00 hours;

2. on weekends and holidays: from 9:30 to 15:00 hours.

3. Only products listed in the allowed products list (Appendix 1) are PERMITTED for transfer.

4. PROHIBITED to accept products showing signs of spoilage, with expired shelf life, and also those not matching the list of permitted products for transfer.

5. PROHIBITED to accept personal items (clothing, shoes, etc.) with the food transfer. Exceptions are only cases where the acceptance of personal items is agreed upon on a weekday with the sister-housekeeper.

6. Products are transferred in two individual bags indicating the full name of the recipient and the donor, department number, date of receipt, list of products and their quantities.

7. All food products must be hermetically packaged for processing before opening. Dairy products and juices are transferred only in industrial packaging.

8. The duty nurse checks the conformity of the transferred products to the specified list and their quality.

Rules for receiving transfers during the period of unfavorable epidemiological situation:

1. Relatives bring permitted food products and hygiene items, cigarettes in packaging (polyethylene packaging, factory packaging). An inventory of products and hygiene items, the resident’s full name, date and donor’s signature are attached to the transfer.

2. The duty nurse (sanitary worker), by order of the duty administrator, receives transfers, checks the correspondence of the inventory contents. Performs rejection of prohibited products and hygiene items. Places the transfers on a special table for subsequent disinfection and quarantine.

3. After the receipt and disinfection, the transfers are left in the House of Creativity for exhibition for up to 4 hours.

4. After exhibition, the transfers are transported on processed carts to the departments and handed over to the duty staff.

5. Junior medical staff, according to the daily schedule, distributes food products as needed, dosing each resident with a note in the inventory of issued products, monitors the use of the transfer, product shelf life and storage conditions. Upon expiration, unused products are disposed of with informing the residents.

6. Control over receipt, storage and use of transfers is assigned to the duty nurses.

1. General medical contraindications for providing social services in social welfare institutions:
1.1. infectious and parasitic diseases:
1.1.1. active tuberculosis of various localization — until the end of the isolation period;
1.1.2. mycoses (except nail mycosis, skin and nail candidiasis, urogenital candidiasis, candidal stomatitis) — until recovery;
1.1.3. scabies — until recovery and the end of the isolation period;
1.1.4. syphilis, gonococcal infection — until recovery and the end of the isolation period;
1.1.5. disease caused by the human immunodeficiency virus, manifesting as infectious and parasitic diseases in the terminal stage of the disease;
1.1.6. other infectious and parasitic diseases caused by various pathogens — until recovery and the end of the isolation period;
1.2. acute diseases and (or) chronic diseases in a stage of decompensation (terminal stage);
1.3. diseases requiring medical care, including specialized care, in inpatient settings within a health care organization.

2. Medical indications and medical contraindications for providing social services in psychoneurological nursing homes (departments) for the elderly and disabled:
2.1. medical indications: injuries and/or illnesses and/or their consequences that have led to a pronounced (FC 3) or sharply pronounced (FC 4) limitation of the ability to control one's behavior;
2.2. medical contraindications: injuries and/or diseases and/or their consequences that have led to a mild (FC 1) or moderate (FC 2) limitation of the ability to control one's behavior.
