Main tasks and functions

Main tasks:

  1. Organization of continuous external care or external assistance, household services and medical assistance for citizens recognized as incapacitated in the established procedure
  2. Creating favorable and safe conditions for citizens to reside in a social boarding house, creating for them living conditions close to home, and implementing measures aimed at their social and labor rehabilitation

Functions:

  1. Ensuring the adaptation of citizens to the new situation
  2. Provision of consultative and informational, social and household, social and medical, social mediation, social psychological, social rehabilitation services; other services introduced by the decision of the committee
  3. Providing citizens with a well-equipped living room or a place in a living room with furniture, inventory, bedding, clothing and shoes
  4. Implementation of screening, organization of specialist consultative assistance, hospitalization of citizens in medical and preventive institutions
  5. Organization of rational and dietetic nutrition, including individualized nutrition with consideration of health condition
  6. Conducting a complex of rehabilitation measures to restore the personal and social status of citizens
  7. Providing care and observation in accordance with mental health status and behavioral characteristics
  8. Providing assistance in supplying technical means for social rehabilitation (hearing aids, glasses, dental prosthetics, prosthetic-orthopedic devices, etc.).
  9. Conducting sanitary and anti-epidemic measures
  10. Implementation of advanced social service methods
  11. Attracting volunteers to provide social services
  12. Cooperation with organizations of various forms of ownership to strengthen the material and technical base
  13. Interaction with similar institutions abroad
  14. Improving the professional level of employees, planning qualification improvement

The social boarding house is a state institution of social services of the Ministry of Labor and Social Protection of the Republic of Belarus.

History of education

The state institution «Babinič Social Boarding House «Star»» was established in November 1963in the village of Babinichi, Orshansky district, Vitebsk region.

December 29, 1987A new complex was put into operation in the village of Zvezdnaya, Orshansky district, Vitebsk region.

During the period from 1963 to 2024, the institution was repeatedly renamed and reprofiled, but its main tasks remained unchanged: providing social protection for the elderly and disabled, organizing their care, providing medical assistance, conducting cultural and mass work, and carrying out social‑labor rehabilitation of disabled persons.
