About the project

UNICEF in Belarus

UNICEF in Belarus, together with partners, works to ensure that every child hears the important words from parents: "I love you", "You are important to me", "I will take care of you".

For this, the project "Family for Every Child" was created. Its goals are to help children restore contact with their biological parents or find a new family, develop alternative forms of child placement (including adoption, guardianship and custodianship, foster families). In other words, the project supports the idea of deinstitutionalization – creating conditions so that children live in families rather than in orphanages.

Priority groups

Within the project, we pay special attention to children with disabilities and to young children.

Results and geography

  • The program started in the Gomel region four years ago. In 2021 alone, 41 children found a loving family.
  • Based on the experience of the “Family for Every Child” program in the Gomel region, in 2022 the project started work in 9 districts of the Vitebsk region and involved boarding institutions: the Vitebsk regional specialized children’s home, the Bogushsky boarding school for children with disabilities with psychophysical development features, the children’s home of the city of Vitebsk, and the Begoml auxiliary boarding school. The project is planned for 2 years.

How is the project developing?

Partners and coordination

The project is implemented by UNICEF in Belarus together with the Ministry of Education. Coordinators – the main department of education, the committee on labor, employment and social protection, the main department of health of the Vitebsk regional executive committee.

Immediately after the project started in the autumn of 2022, an interdepartmental working group was created. This includes more than 20 specialists from the education, healthcare, and social protection systems – doctors, psychologists, social educators and other experts.

Case Management System

Thanks to the involvement of such a large number of specialists from different fields, it is possible to create a large-scale and comprehensive approach to work and implement a case management system. This means that for each family and each child the team of specialists works individually. Case managers determine the needs of the family or child and offer the support that is truly needed.
