"Unlimited plans are not disappearing". The Ministry of Communications dispelled myths about the new regulation of mobile internet.

January 23, The decree of the Ministry of Communications dated December 22, 2025 No. 38 on limiting the volume of data transmission services on unlimited tariffs is being actively discussed online. The ministry dispelled myths about internet disconnection, reports BELTA.

The Ministry of Communications noted that such a reaction is expected, especially from subscribers of stationary networks who consume thousands of gigabytes per month - this is hundreds of times higher than average indicators. Such unlimited tariffs are typical for CIS countries, but they simply do not exist in European countries. "It is important to dispel the myths: mobile internet is not being disconnected, unlimited plans are not disappearing, it is just new regulations for operators are being introduced. Most users will not be affected at all," the ministry stated. 

For "unlimited users," everything is simple: the operator is required to provide 30 GB at maximum speed, and after they are exhausted, the speed decreases but not below the guaranteed threshold of 1 Mbps. Previously, on unlimited plans, speeds could be cut to 256 Kbps, when even the weather wouldn't load - now this is consumer protection to ensure the service actually works. 

Is 1 Mbps a lot or a little? At this speed, messengers like Telegram and WhatsApp fly, music on Spotify or Yandex Music plays steadily, social media feeds load, photos just take a little longer, and YouTube can be watched in 360p or 480p on a phone. Only 4K video, Full HD, or heavy online games won't hold up.  

If you want to maintain full speed after 30 GB, operators can officially offer additional traffic volumes or periods of service at unlimited speed. A kind of "turbo button." 

The new rules will come into effect a month after publication, that is, from February 23, 2026. Subscribers will be informed of the details 10 days before this date. 

The Ministry of Communications summarized: no one is taking the internet away. Most consumers will not notice anything. Moreover, it may also be a plus that mobile internet on phones may become faster.
