The vacancy in the Presidium arose in the spring of this year after personnel changes in the government - Konstantin Burak was appointed assistant to the President - inspector for the Grodno region, which caused him to lose his status as a delegate of the National Assembly and a member of the Presidium.

The Presidium of the National Assembly is a permanently functioning collegial body accountable to the Assembly and ensuring the operational resolution of issues within the competence of the National Assembly. The members of the Presidium include the Chairman of the National Assembly and his deputies. Other members of the Presidium are elected from among the delegates of the National Assembly. The maximum number of members of the Presidium of the National Assembly is 15 people.

According to the law "On the All-Belarusian People's Assembly," members of the Presidium are elected by secret ballot. However, during the nomination of Alexey Kushnarenko, the head of the Belarusian state and Chairman of the National Assembly Alexander Lukashenko noted that the legislation in this regard might need to be adjusted.

"What we must definitely do (conduct the secret ballot procedure for the candidate. - Note by BELTA), according to our democracy, - I am already being criticized for this. But what does that have to do with me? You made the decision that all members of the Presidium of the National Assembly are elected by secret ballot. Many now, even Alexander Nikolayevich (Deputy Chairman of the National Assembly Alexander Kosinets. - Note by BELTA) says that this could also be done by open voting, - said Alexander Lukashenko. - It turns out that we elect a member of the Presidium secretly, and then we will appoint judges of the Supreme and Constitutional Courts - by open voting. Therefore, we will consider it, and we will return to this law again. And it needs to be adjusted so that we do not waste time, to somehow balance and stabilize the situation."
