Alexander Lukashenko signed a decree declaring the years 2025‑2029 a quality five‑year plan

The President of Belarus, Alexander Lukashenko, signed decree No. 31, declaring the years 2025-2029 as the Quality Five-Year Plan. It will encompass all areas of state and societal life. The priority goals of the five-year plan are to further improve the quality of life for people, the competitiveness of the Belarusian economy, and the enhancement of social relations. This was reported by BELTA in the press service of the head of state.

The Quality Five-Year Plan provides for comprehensive transformations aimed at achieving high standards of quality of life, increasing societal well-being, enhancing economic efficiency and management activities, optimizing production processes, and improving the characteristics of goods (works, services).

The decree defined the strategic tasks of the Quality Five-Year Plan in the economy, organization of people's life, social relations, and in the field of law. These are the pillars that constitute the foundations of the functioning of the state.

Among such tasks are the creation of new modern enterprises, digital transformation, ensuring technological sovereignty, further growth of population incomes, application of a fair pricing system, increasing birth rates, and improving demographic potential.

Accessibility and high standards of education, medical and social assistance, development of housing and communal services, transport infrastructure, and telecommunications must be ensured.

Further bureaucratization, reduction of administrative burdens on citizens and businesses will also contribute to improving the quality of life. Among the tasks is the promotion of healthy lifestyle principles.

The priority of the five-year plan is to maintain a nationwide dialogue, strengthen the institution of the family, traditional moral values, patriotism, enhance political and legal culture, and ensure stability in legal regulation.

The tasks of the Quality Five-Year Plan can only be realized effectively and efficiently through the joint efforts of state bodies, organizations of all forms of ownership, and citizens. In this regard, the formation of an understanding of personal responsibility of citizens for the common result, for the preservation of the country's independence will continue.

The President has instructed the government, together with regional executive committees and the Minsk city executive committee, to provide for measures to achieve the tasks of the Quality Five-Year Plan in the programs (plans) for the development of Belarus, sectors of the economy, and regions.
