Summer is the time when we love to spend more time outdoors, enjoying the beauty of nature. But how can we spend a vacation without harming the environment? This season we invite you to join the eco‑action "Recreation without harm to nature", aimed at protecting specially protected natural areas!
What is an eco‑action?
An eco‑action is a set of activities aimed at drawing attention to ecological issues and the protection of natural resources. Our action offers various activities that will help you enjoy your holiday without leaving a trace on nature. It is a great way to spend the summer productively and make the world a better place!
Why is it important?
1. Biodiversity conservation: Specially protected natural territories (SPNT) are home to many unique species of flora and fauna. Our task is to preserve them in their pristine state.
2. Cleanliness and order: Litter left in nature negatively impacts the ecosystem. Each of us can contribute by cleaning up after ourselves and taking part in clean‑up actions.
3. Education and awareness: Eco‑actions help raise the level of consciousness and responsibility among vacationers, which will prevent many environmental problems in the future.
How to participate?
1. Plan your holiday: Choose places for recreation in SPNTs where eco‑friendly activities are allowed: hiking, cycling or camping.
2. Follow the rules: Familiarise yourself with the conduct rules on SPNT territory. This will help avoid unnecessary violations and protect nature.
3. Bring everything you need: Use reusable containers, bottles and utensils. Remember, it is better to think ahead so you don’t leave waste behind.
4. Join clean‑up actions: Join groups of like‑minded people who organise clean‑up events. It is not only useful but also very interesting!
5. Share information: Don’t hesitate to share your knowledge about nature protection with friends and acquaintances. The more people understand the importance of environmental protection, the better!
The summer eco‑action "Recreation without harm to nature" is an excellent opportunity to spend time beneficially for yourself and the environment. Each of us can contribute to nature protection by simply following the simple principles of eco‑friendly recreation.

Nature monuments of republican and local significance located in the Orsha district
Destruction of bird nests in Belarus is prohibited from 16 February to 14 August!
In order to prevent violations of legislation in the field of wildlife protection and use, the Orsha district inspection of natural resources and environmental protection reminds that according to Article 19 of the Law of the Republic of Belarus “On Wildlife”, the spread and number of birds that worsen sanitary and aesthetic conditions of settlements, residential, industrial, cultural‑household and other buildings, or cause disturbance to residents, may be regulated by destroying nests from 15 August to 15 February on vegetation in settlements, residential, industrial, cultural‑household and other structures.
From 16 February to 14 August, destroying bird nests is prohibited and entails liability provided for by the Code of the Republic of Belarus on administrative offences and other legal acts. For example, Article 16.23 of that Code provides administrative liability for illegal destruction of bird nests in the form of a fine up to thirty basic units for individuals, ten to one hundred basic units for individual entrepreneurs, and twenty to five hundred basic units for legal entities. In addition, illegal destruction of wildlife habitats requires compensation for environmental damage, determined according to the rates set in Annex 9 to the resolution of the Council of Ministers of the Republic of Belarus dated 11 April 2022 No. 219 “On rates for determining the amount of compensation for environmental damage and the procedure for its calculation”.
On the procedure for handling waste generated in garage cooperatives and horticultural societies
Requirements for waste handling in garage cooperatives and horticultural societies are established by Technical Code of Established Practice 17.11-08-2020 “Environmental protection and natural resource use. Waste. Rules for handling municipal waste”.
The procedure for handling municipal waste generated in garage cooperatives and horticultural societies is defined by the waste handling scheme approved in accordance with the Instruction on the composition, development, coordination and approval of waste handling schemes, approved by the resolution of the Ministry of Housing and Communal Services of the Republic of Belarus dated 07.12.2018 No. 9.
Container sites are created for the collection and temporary storage of municipal waste. The number of container sites and containers for waste collection is determined based on the number of plots in the society and the number of garages in the cooperative.
In garage cooperatives, the following are subject to separate collection: secondary material resources; worn‑out tires; used oils; antifreezes, cooling liquids and other special liquids.
Used oil is collected in containers according to Technical Code of Established Practice 17.11-05-2012 (02120) “Environmental protection and natural resource use. Waste. Rules for handling used petroleum products”.
In horticultural societies, the following are subject to separate collection: secondary material resources; plant waste; bulky waste.
For plant waste collection, a site of at least 6 m² with a fence of at least 0.5 m on three sides is created, or a large‑capacity container (volume over 6 m³) is installed if a contract exists with an organization that composts or otherwise uses plant waste.
For bulky and construction waste, special containers (volume over 6000 L) are used or sites are equipped.
Management bodies of horticultural societies, garage and other consumer cooperatives, owners of individual garages located in settlements are obliged to organise territory cleaning taking seasonal features into account, conclude contracts for waste removal and neutralisation services with legal entities and individual entrepreneurs providing such services, and store waste only in specially designated places in accordance with waste handling schemes and contracts, according to the Rules of landscaping and maintenance of settlements approved by the resolution of the Council of Ministers of the Republic of Belarus dated 28.11.2012 No 1087.
On the procedure for handling solid municipal waste
Municipal waste – consumption waste as well as production waste included in the list of waste classified as municipal waste approved by the Ministry of Housing and Communal Services.
The list of waste was approved by the resolution of the Ministry of Housing and Communal Services of the Republic of Belarus dated 26 December 2019 No 31 “On the establishment of the list of waste belonging to municipal waste”.
Currently, waste handling is regulated by TKP 17.11‑08‑2020 (33040/33140) “Environmental protection and natural resource use. Waste. Rules for handling municipal waste” (hereinafter – TKP), approved and entered into force by the resolution of the Ministry of Housing and Communal Services of the Republic of Belarus together with the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus dated 30 July 2020 No 13/4 T.
This TKP establishes rules for handling municipal waste, including collection, sorting by type, preparation, sorting, removal, accounting, normalisation, determination of the morphological composition of municipal waste, equipment requirements for collection, storage and sorting of municipal waste.
Municipal waste collection is carried out by:
installing containers for waste collection at locations indicated in the waste handling scheme;
servicing individual residential areas, garden societies, dacha cooperatives with placement of mixed secondary material resources (SMR) in transport vehicles according to the schedule indicated in the waste handling scheme;
creating reception points and centres for separate collection of municipal waste.
SMR includes: paper and cardboard waste; glass; plastics; metal; used oils; worn‑out tires; expired medicines; plant and food waste; bulky and construction waste; waste of electrical and electronic equipment; mercury‑containing waste; battery waste.
According to paragraph 12.8 of the TKP, bulky and construction waste are collected:
in centres for separate collection of municipal waste; special containers (bunkers, containers for multi‑lift) with a volume of 6 m³ or more;
in specially designated places at container sites;
upon requests from owners of such waste or municipal service consumers.
According to part 1 of paragraph 12.9 of the TKP, plant and food waste are collected:
in centres for separate collection of municipal waste;
in special containers where conditions for collection, composting or other use exist.
Plant waste generated in single‑family and block residential buildings is composted, stored and used by the owners of this waste or collected separately for composting and/or use under contracts (paragraph 12.10 of the TKP).
The following are prohibited to meet the requirements of the Law “On Waste Management”:
placing SMR waste in containers for mixed municipal waste;
mixing types of separately collected municipal waste for transport;
mixing separately collected municipal waste with mixed municipal waste in a vehicle;
incineration of municipal waste by the population;
incineration of municipal waste without special devices.
Violations of environmental legislation regarding waste handling, under part 3 of article 16.44 of the Code of the Republic of Belarus on administrative offences, are punishable by administrative liability: a fine up to 30 basic units for individuals, up to 100 basic units for individual entrepreneurs, and up to 1000 basic units for legal entities.
On legislative changes

The Ministry of Natural Resources and Environmental Protection informs that from 26 April 2024 the resolution of the Ministry of Natural Resources dated 15 December 2023 No 15‑T “On approval of environmental norms and rules”, which approved EcoNIP 17.06.01‑006‑2023 “Environmental protection and natural resource use. Hydrosphere. Water quality standards for surface water bodies”, comes into force. The EcoNIP sets requirements for determining water quality standards for surface water bodies. The maximum permissible concentrations of chemical and other substances in surface water are scientifically justified.
Simultaneously, the resolution of the Ministry of Natural Resources dated 30 March 2015 No 13 “On establishing water quality standards for surface water bodies” is recognized as repealed by the resolution of the Ministry of Natural Resources dated 29 January 2024 No 1.

On approval of new EcoNIP in the field of environmental protection and natural resource use

The Ministry of Natural Resources and Environmental Protection informs that the resolution of the Ministry of Natural Resources dated 5 February 2024 No 6‑T approved the environmental norms and rules EcoNIP 17.06.06‑006‑2024 “Environmental protection and natural resource use. Requirements for environmental safety when carrying out economic and other activities related to the keeping and operation of livestock farms and complexes”.
EcoNIP 17.06.06‑006‑2024 establishes the best available technical methods for storage, processing and recycling of livestock production by‑products (manure, slurry) and requirements for the operation of livestock farms and complexes, including:
landscape and greening of the territories;
maintenance of manure storage facilities;
storage of manure in field conditions.
The resolution comes into force on 26 April of the current year
