Administrative liability for informational extremist activity

The Orsha ROVD, in order to prevent extremist activities, continuously monitors the mass media and the global Internet, including social networks "Instagram", "Classmates", "VKontakte", as well as messengers "Viber", "Telegram", "WhatsApp".

 In the Republic of Belarus, administrative liability is provided for the distribution, production, storage, transportation of information products containing calls for extremist activities or promoting such activities under Article 19.11 of the Code of the Republic of Belarus on Administrative Offenses.

1. The distribution of information products containing calls

for extremist activities or promoting such activities, as well as the production, storage, or transportation for the purpose of distributing such information products – shall result in a fine of up to twenty basic units with confiscation of the object of the administrative offense, for individual entrepreneurs – from twenty to fifty basic units with confiscation of the object of the administrative offense, and for legal entities – from fifty to two hundred basic units with confiscation of the object of the administrative offense.

2. The distribution of information products included in the republican list of extremist materials, as well as the production, publication, storage, or transportation for the purpose of distributing such information products – shall result in a fine of from ten to thirty basic units with confiscation of the object of the administrative offense, as well as tools and means of committing the specified violation or without confiscation of such tools and means, or community service with confiscation of the object of the administrative offense, as well as tools and means of committing the specified violation or without confiscation of such tools and means, or administrative arrest with confiscation of the object of the administrative offense, as well as tools and means of committing the specified violation or without confiscation of such tools and means, for individual entrepreneurs – a fine of from fifty to one hundred basic units with confiscation of the object of the administrative offense, as well as tools and means of committing the specified violation or without confiscation of such tools
and means, and for legal entities – from one hundred to five hundred basic units with confiscation of the object of the administrative offense, as well as tools and means of committing the specified violation or without confiscation of such tools and means.

It should be noted that the placement of extremist products included in the republican list of extremist materials on personal pages in social networks constitutes an administrative offense.
