The President, before making a decision regarding the new head of the district, first asked how Igor Moroz had performed in this position and what the reasons were for the proposed change in leadership.
"The main reason: the Orsha district is industrial, 60% of the economy (of the district. - Note by BELTA) consists of industrial enterprises. The district has received 3 billion rubles under the relevant program, which was implemented from 2018 to 2023. The current industrial dynamics of the enterprises is not quite what is laid out in the business plans and what it should be. Therefore, the decision was made to strengthen the leadership of the district with a person who has proven his effectiveness at an industrial facility," explained Dmitry Krutoy. According to him, Leonid Moizhik fits these criteria, as he has worked as the director of the Orsha Instrument Plant until now.
"The fact that the industrial enterprises there are not working very well raises questions for both the government and the ministries, as well as the regional executive committee," noted the head of state.
"An industrialist is needed in this district," said the head of the President's Administration.
Aleksandr Lukashenko instructed him to pay close attention to the further employment of the former head of the district, Igor Moroz. "We need to fundamentally sort this out, see if the person can work or not. If he can work, is promising, we need to take him from Orsha and transfer him. If he is a sound person, we cannot afford to lose him in any case," the head of state emphasized. "We must not lose people who can work… This issue needs to be seriously considered in the government so as not to offend the person."
"So that he understands that we are looking for an industrialist there, not removing him from work. So that there is no confusion. And we need to study these issues more deeply," continued the President.
"There was no negativity (from Igor Moroz regarding the personnel decisions made. - Note by BELTA)," assured Dmitry Krutoy.
The head of state, addressing the new chairman of the Orsha district executive committee, emphasized that now the entire socio-economic block of the region is under his responsibility, and not only the industry but also the agricultural sector will require special attention and personal involvement. "You will now have to be responsible for everything," said Aleksandr Lukashenko. "You will have to deal with calf prophylactics, manure, milk yields, and more. You must understand this perfectly." Moreover, the Orsha district is always in the spotlight of the head of state, who often visits and knows the characteristics and peculiarities of the region very well.
Among the current requirements of the President is to make the Orsha district exemplary in the implementation of agricultural technologies and the organization of agriculture. Therefore, close attention from the head of state will be maintained in the near future.
"I pay great attention to the Shklov district because I know every meter there. And I know the Orsha district quite well. Both districts are different. Some are agricultural, like Shklov. Aleksandr Lukashenko paid special attention to the conduct of spring field work and soil preparation. Thanks to the presence of powerful domestic energy-intensive tractors, some farms have plowed the fields so that they literally turned into trenches, noted the President. "They turned it over, dug the soil from the other world," the head of state expressed metaphorically. "A grader needs to be sent to level the field. Before sowing, it should be (level. - Note by BELTA) like a table. But there it is - a horror."
Now, to make such a field suitable for sowing work, additional efforts, equipment, time, and resources, including fuel, will have to be spent. And this, in turn, will lead to an increase in the cost of agricultural products. Therefore, it is so important that technological discipline is maintained at every stage, and thoughtful management decisions are made.
In addition, Aleksandr Lukashenko oriented local leaders to pay close attention to personnel, especially to workers with significant professional experience. "We need to look at the personnel. Those who can - let them work. Those who cannot - let them leave. The governor understands this perfectly. Keep in mind that there will be very serious attention in this regard to you," the President warned Leonid Moizhik.
