In accordance with the Decree of the President of the Republic dated April 21, 2008 No. 228 "Issues of Customs Authorities," service in customs authorities (hereinafter referred to as service) is a type of public service in the Republic of Belarus, consisting of the performance by officials of customs authorities of functions assigned to such authorities.
Officials of customs authorities are employees holding staff positions in these authorities and having a personal title (hereinafter referred to as officials).
The legal basis of the service consists of the Constitution of the Republic of Belarus, other laws, legal acts of the President of the Republic of Belarus, and other legislative acts.
For officials, the wearing of uniform clothing and insignia based on personal knowledge, established by the President of the Republic of Belarus, is required.
Citizens of the Republic of Belarus who are at least 18 years old, fluent in the state languages of the Republic of Belarus, capable by their personal, moral, and business qualities, health status, and education level of performing the functions assigned to customs authorities, and who meet other requirements established by the legislation on public service (hereinafter referred to as citizens) are accepted for service on a voluntary basis.
For citizens entering public service for the first time, a qualification exam is conducted in the manner established by the legislation on public service, and a professional psychological selection is carried out in the manner established by the State Customs Committee (hereinafter referred to as SCC).
Acceptance into service may be preceded by a competition for the position, which is conducted in the manner established by the legislation on public service.
To determine the fitness of a citizen for service based on health status, a mandatory preliminary medical examination is conducted.
For acceptance into service in customs authorities, a citizen must provide the following documents:
1) passport of a citizen of the Republic of Belarus or an identification card of a citizen of the Republic of Belarus;
2) work book, except for a citizen entering work for the first time;
3) applications:
- for acceptance into service;
- for consent to undergo professional psychological selection and conduct a special check regarding him, including obtaining information about offenses affecting the privacy of the citizen;
- for consent to conduct primary activities regarding him in connection with granting access to state secrets;
4) a questionnaire and a written commitment to comply with the restrictions provided by the legislation on combating corruption in the established form;
5) a biography;
6) a document of education;
7) a declaration of income and property, a declaration of income and property of the spouse and adult close relatives, living together and managing a common household, in the form established by the Council of Ministers of the Republic of Belarus for declarations of income and property submitted by public servants and other categories of persons;
8) military registration documents (for military personnel and those subject to conscription for military service);
9) a medical certificate regarding health status;
10) other documents, characterizing the citizen based on their previous place of work (military service, alternative service, work, study).

Acceptance into service is formalized by an order of the head of the customs authority.
For citizens entering service for the first time, a probationary period of three to six months may be established, depending on the level of education, work experience in republican state administration bodies, and other state organizations.
Citizens entering service for the first time undergo further training at the educational institution "State Institute for Advanced Training and Retraining of Customs Authorities of the Republic of Belarus," except for citizens with the qualification of a customs specialist.
Citizens entering service for the first time take the Oath of Office of the customs authority of the Republic of Belarus, the text of which is approved by the President of the Republic of Belarus.
