March will quietly come to an end, and the second month of spring will begin. April will bring not only warmth but also a number of changes in legislation: they will affect the rules for visiting border zones, working at heights, road surfaces, and more. What to expect for the residents of Belarus, we detail below.
➖Long weekends, transfer: April 2026
In April, Belarusians will have four consecutive days off: from Saturday, April 18, to Tuesday, April 21. Radunitsa in 2026 falls on Tuesday – April 21. Therefore, as noted by the Ministry of Labor, Monday, April 20, will also be a non-working day. However, it will need to be made up – it has been transferred to Saturday, April 25, 2026.
➖Salaries for school directors and their deputies will increase
Income will rise for the heads of institutions of secondary specialized and general secondary education, as well as for the heads of structural and separate divisions of universities and institutions of additional education for adults, if they implement programs of general secondary, secondary specialized, and vocational education. The amount of the allowance for deputy directors from among teaching staff and deputy heads of the relevant divisions will be 40% of the salary. The allowance for heads and directors of such divisions for the specifics of their work will be 75% of the salary.
➖Daily allowances, amount in Belarus, 2026
Starting from April 4, 2026, a resolution of the Council of Ministers of Belarus will come into force, establishing the norm for daily allowances due to employees on business trips. It should be emphasized that this refers specifically to business trips of employees within Belarus. Previously, for each day of a business trip, 12 Belarusian rubles were due, but starting April 4, 2026, this amount will increase by one ruble to 13 BYN.
➖Rules for working at heights are changing
The key change is the increase of the minimum height to 1.8 meters (instead of the previous 1.3 m). The organization of work at heights must be based on the assessment of professional risks and the elimination of hazards. Workers are required to undergo training according to the nature and complexity of the work. Requirements have been introduced for the use of various safety assurance systems, including retaining, safety, positioning, and rope access systems. Updates include norms for the safe maintenance of trees (pruning, crown formation, etc.).
➖Limit on the number of cards
Clients of the BelVEB bank will be able to have up to nine active personal debit and credit cards in the bank starting April 19 (the current limit is 15). The limit is being tightened "to minimize the risks of fraud and enhance the security of payment instruments." Starting April 20, clients at Alfa Bank can have no more than nine active cards at the same time.
➖Restrictions on imported beer
In Belarus, starting April 1, the import and sale of malt beer from unfriendly countries will be prohibited. The list of such countries is specified in the Council of Ministers resolution No. 209 dated April 6, 2022. Among them are Liechtenstein, Norway, New Zealand, Albania, Australia, EU countries, Canada, the USA, Montenegro, Switzerland, Iceland, North Macedonia, and the United Kingdom of Great Britain and Northern Ireland.
➖Fingerprinting at the border of Belarus
Starting April 1, 2026, the border service will have the right to conduct mandatory fingerprint registration (taking fingerprints) at checkpoints. This measure will be applied selectively, mainly to those who pose a potential risk, and is aimed at enhancing national security. Fingerprinting will be required for those included in the list of individuals whose entry into Belarus is prohibited or undesirable. Additionally, Belarusian citizens aged 14 to 75 who have obtained citizenship or residence permits from another country (provided the state is notified) and Belarusians living abroad and registered with the consulate will also be required to provide fingerprints.
➖New rules for the installation of protective layers of road surfaces
A new edition of the Technical Code of Established Practice (TKP) "Automobile Roads. Rules for the Installation of Protective Layers from Cold Cast Asphalt Concrete Mixtures" has been developed. The new document specifies factors that extend the time for forming protective layers, outlines the specifics of conducting work in cities, introduces definitions of "aesthetic defects," and discusses the feasibility of applying protective layers behind safety islands and in regular parking areas for vehicles, among other specific cases.
➖Belarusians have been given easier access to border zones
Now, to visit the border zone, not only a passport or pass will suffice, but also a pension certificate, student ID, or student ticket, as well as a disability certificate. Additionally, it is no longer necessary to obtain permission for conducting economic activities in internal waters within the border zone. This refers to fishing, servicing facilities, and other types of work that previously required approval from the border service.
